Medical providing in the System of the Ministry of Internal Relations of Russia

Medical providing of staff in the system of the Ministry of Internal Relations of the Russian Federation (MVD RF) is a complex of sanative -prophylactic, sanatorium and spa, sanitary and rehabilitation measures directed to preserving and strengthening of health of personnel of organs of internal relations and military men of home troops. Medical providing of personnel also includes medical selection of candidates for service in organs of internal relations and home troops (VV), educational institutions of MVD, military-medical examination, medical-psychological providing of personnel, hygiene-sanitary and anti-epidemiological measures.

Medical providing of personnel in the system of MVD RF is carried out by 5 military hospitals, 73 hospitals, 158 out-patient-polyclinic institutions, 11 sanatoria, 11 rest homes, 81 military-medical commissions, 78 regional centers of sanitary-epidemiological inspection, 77 centers of psychological diagnostics, 56 educational institutions.

Creation of medical institutions in the system of MVD has a long history. One of the peculiarities of development of these institutions in the system of MVD consists in the fact that before the October revolution in 1917 the Ministry of Internal Relations not only provided medical care of personnel of the Ministry but also administered the medical work of the whole country. Earlier in 16-17 centuries this task was accomplished by a department of a Russian tsar, which was called Aptekarsky prikaz. In time of emperor Peter I medical providing of the population was given to the medical chancellery (1725-1763) and in the period of 1763-1802 the medical collegium was at the head of the system of medical care. At present time medical providing of personnel in the system of MVD is given to the Medical Administration. The Medical Administration is a structural subdivision of the central machinery of MVD of Russia. It organizes medical providing of personnel and employees of organs of internal relations, military men and citizen staff of home troops of MVD of Russia, pensioners of MVD, members of their families, cadets and listeners of educational institutions of MVD of Russia. The basic tasks of the municipal administration are working out and accomplishing of complex of sanative -prophylactic, sanatorium and spa, sanitary and rehabilitation measures directed to preserving and strengthening of health of personnel, organization of medical selection and psychological diagnostics of candidates for service in organs of internal relations and home troops of MVD, medical-psychological providing for personnel, organization and coordination of hygiene-sanitary and anti-epidemiological measures for personnel, organization of veterinary -sanitary supervision in the system of MVD.

There are the following departments in the system of the Administration: organizational-methodical, one of organization of medical care, one of organization of sanatorium and spa treatment and sanitary rest, financial-economical; groups - main medical specialists of MVD of Russia, personnel, and secretariat.
